Do I need a Twilio account?
Yes. Twilio handles the actual SMS and WhatsApp delivery. You pay Twilio directly for messages sent (typically a few cents per SMS). A free trial account works for testing.

Yes. The plugin supports both SMS and WhatsApp. Enable one or both in the settings and messages are delivered on the chosen channels through Twilio's API.
